The system comprises a load balancing module, a preprocessing module, a marking module, a receiving module, a sending module, a dynamic speed regulation module and a consensus module, wherein the preprocessing module, the marking module, the receiving module, the sending module, the dynamic speed regulation module and the consensus module are deployed in a block chain node, the method is characterized by comprising steps of providing a local global counter, wherein counting of the local global counter can be persistent; after the transaction is received, packaging the transaction according to counting of the counter and storing the transaction into local storage; sending a consensus packet to the whole network regularly to enable the whole network to realize constant-speed consensus; the consensus sending speed of the nodes can be adjusted in real time, and comprehensive utilization of computing resources is achieved. The limitation of a single node on the network performance in the block chain network is relieved, the transaction throughput capacity of the network can be greatly improved under the condition that a block chain network consensus algorithm and a network structure are not changed, and the comprehensive utilization rate of whole network computing resources and the network stability are improved.
