In the proposal of the invention, the keys are not generated by a call terminal self or a called terminal self, but is generated by the key generating unit without clock synchronization or supporting of a PKI system, thereby greatly reducing complexity of a terminal-to-terminal media stream key agreement, facilitating popularization of media stream encryption service, and meeting practical requirements of legal monitoring.
