High voltage is applied to liquid supplied to a discharge electrode at the tip end of a liquid carrying body to charge the liquid, whereby nano-order charged microparticle mist is emitted from the discharge electrode. A pressurizing force applied to liquid supplied to the discharge electrode can emit micron-order charged micropaticle mist at the same time.
