The invention provides an access terminal OLT device with integration of EPON, WiMAX and WiFi and an access method, and the OLT mainly comprises an EPON data processing card, a radio frequency signal processing card, a frequency multiplexing / demultiplexing module, a light transceiving module and other components. The access with integration of EPON digital baseband signals and WiMAX and WiFi radio frequency signals is completed by utilizing the frequency division multiplexing. The broadband access for regions with service wire resources is mainly carried out by utilizing ADSL, EoC and other technologies through an ONU device of an EPON. The broadband access for the regions which have no service wire resources, but are in complex terrain or a small number of access people and are further incapable of meeting the requirement on the laying cost is carried out by using the WiMa* or WiFi wireless transmission technology. The wireless access technology can also be taken as the emergency communication way for cable access, thereby realizing the seamless coverage of the whole access region. The access terminal OLT device and the access method can provide the high-speed broadband access for all users within the range of 20km, lead the optical fiber broadband access way and the wireless broadband access way to complement each other and achieve the largest coverage range and the optical access efficiency.
