The device and the system comprise a household appliance control terminal and a household appliance wireless communication gateway, wherein the household appliance control terminal is used for transmitting a USSD household appliance operation request to the household appliance wireless communication gateway and receiving a USSD household appliance operation response returned by the household appliance wireless communication gateway; and the household appliance wireless communication gateway is used for determining a household appliance operation instruction represented by the received USSD household appliance operation request, performing corresponding operation on the household appliance under control thereof according to the household appliance operation instruction and returning the USSD household appliance operation response generated after the corresponding operation to the household appliance control terminal.
