The system comprises a storage module used for storing basic data of a dining hall, wherein the basic data at least includes average dining time and the type of each dining table; an acquisition module used for acquiring dynamic data of the dining hall, wherein the dynamic data at least includes dish-ordering time of each dining table; a calculation module used for calculating predicted idle time of each dining table according to the average dining time and the dish-ordering time of each dining table; and an allocation module used for allocating the dining table of the shortest predicted idle time to a customer from the dining tables without customer queuing and of the same type with the dining table selected by the customer, wherein the predicted idle time of the dining table is just reference time for the customer to wait for a seat. By combining basic data and dynamic data of a dining hall, the invention calculates and provides a reference time for a customer to wait for a seat, so that the customer can make corresponding arrangement, to avoid blind waiting in the dining hall and improve time utilization efficiency of the customer.
