A second decoder unit (522) decodes the encoded stream to acquire predicted motion vector selection information. A motion vector selection unit (525) sets candidates of a predicted motion vector for a block to be decoded and selects, as the predicted motion vector, a motion vector, which is indicated by the predicted motion vector selection information, out of those candidates. An addition unit (526) adds the differential motion vector to the predicted motion vector, thereby calculating the motion vector of the block to be decoded. In this way, the predicted motion vector is optimized to improve the encoding efficiency and the picture quality.
