The invention provides a double-wall annular salvaging sleeve pipe, which comprises an inner pipe, an outer pipe, a circular chassis and an anchoring agent cartridge, wherein the inner pipe and the outer pipe are concentrically arranged; bottom parts of the inner pipe and the outer pipe are respectively fixed on the chassis; the anchoring agent cartridge is located in an annular space between the inner pipe and the outer pipe and is fixed on the chassis; and the width of the annular space between the inner pipe and the outer pipe is larger than a wall thickness of an object to be salvaged. The invention also provides a method for salvaging falling objects in a hole. The method comprises the following steps of: (1) screwing a salvaging sleeve pipe in the hole, and enabling a breakage drill to be salvaged to enter into the annular space between the inner pipe and the outer pipe of the salvaging sleeve pipe; (2) breaking the anchoring agent cartridge by utilizing relative rotation between the breakage drill and the salvaging sleeve pipe, and adhering the breakage drill through anchoring agent, wherein the coagulation time of the anchoring agent is at least 4 hours; and (3) screwing the salvaging sleeve pipe adhered with the breakage drill out of the hole. The double-wall annular salvaging sleeve pipe is adopted, so that two sets or more breakage drills in the hole can be salvaged efficiently and smoothly.
