The invention relates to a railway disaster prevention early warning information transmitting system based on a GSM-R (Global System for Mobile Communications for Railway) cell broadcast way. The system comprises a vehicle-mounted terminal and a ground disaster prevention information transmitting center, wherein the vehicle-mounted terminal consists of a wireless transmitting unit and a display unit; and the ground disaster prevention information transmitting center consists of a cell broadcast center, a GPRS (General Packet Radio Service) interface server, a forwarding controller, a memory unit, a disaster prevention monitoring gateway, a GPRS gateway, a cell broadcast gateway, an internal data exchange unit, a time synchronizing unit, a management server and an operation management terminal. Due to the adoption of the system, railway disaster information (including wind, rain, snow, fallen objects and the like) can be transmitted to all motor train units and maintenance operation personnel in a controllable range close to a disaster occurring point in real time through a GSM-R cell broadcast service, the phenomenon of missing of time for adopting an optimal measure caused by overlong time for responding to and transmitting original disaster information is avoided, the instantaneity and reliability of disaster prevention early warning are improved, and the train running safety and disaster protection are enhanced.
