The timing control circuit comprise a processor circuit, a zero cross detection circuit which is connected with the processor circuit, an output control circuit, a key input circuit and a liquid crystal display circuit, wherein at least one lamp lightened time interval and corresponding lamp luminance are set and stored by the processor circuit with the help of the liquid crystal display circuit according to a time set signal and a lamp luminance set signal provided by the key input circuit, a control signal which can lighten or extinguish the controlled lamp is output by the processor circuit to the output control circuit with the help of an internal clock in the processor circuit from starting time to termination time of the set lamp lightened time interval, and the control signal which can enable luminance of the controlled lamp to be corresponding to the set lamp luminance is further adjusted according to the set lamp luminance combined with a zero cross detection signal which is provided by the zero cross detection circuit. The timing control circuit and the lamp have the advantages of being capable of flexibly controlling timed opening and closing of the lamp and luminance of the lamp.
