The rotary road basic section method includes the steps of building inlet-rotary-road vehicle observation sections at the stopping positions of motor vehicle inlet roads, building inner-rotary-road vehicle observation sections in the middles of rotary road basic sections, and building right turning vehicle observation sections at the starting positions of motor vehicle outlet roads on the outermost sides; starting to collect data through the observation sections at the same time, wherein the stopping moments of data collecting of the inner-rotary-road vehicle observation sections are later than the stopping moments of the other observation sections; within a special time, collecting types and license plate number characters of vehicles through the inlet-rotary-road vehicle observation sections and the inner-rotary-road vehicle observation sections so that invalid data collected through the inner-rotary-road vehicle observation sections can be conveniently removed, and within other time, collecting types and numbers of vehicles through the observation sections; as for each type of vehicles, building the numerical relations between motor vehicle traffic flow direction data of the inlet-rotary-road vehicle observation sections and the numbers of the vehicles passing through the related observation sections.
