The NBAP message comprises public measurement report messages. The method comprises the following steps: acquiring one or more different types of public measurement report messages reported at the same moment and the lengths of the public measurement report messages; serially connecting the one or more different types of public measurement report messages and the lengths of the public measurement report messages into a message body; adding a message head for the message body; enabling the message head and the message body to constitute one NBAP message; sending the NBAP message to a radio network controller RNC. The amount of reported NBAP messages can be reduced, the processing capacity of IUB interface boards and signaling processing boards on the RNC is promoted, and the network capacity is promoted.
