The service negotiation method includes the steps of establishing a negotiation text message communication protocol between a service initiating terminal and a service receiving terminal to keep consistent in understanding a negotiation text message; before building communication service connection, sending the negotiation test message for service negotiation to the service receiving terminal from the service initiating terminal; and on the service initiating terminal, initiating or abandoning the communication service connection according to feedback information on the negotiation text message from the service receiving terminal. The negotiation text message includes service parameters for implementing the communication service. Since the negotiation text message is utilized for service negotiation, new service development can be carried out without modifying the protocol and the architecture of the terminal system, and development input is reduced while development cost is lowered. In addition, service negotiation can be achieved on any terminals with the text message function, and accordingly the service negotiation method and the service negotiation system have high compatibility.
