The measurement-control device comprises a central processor, a liquid crystal display screen, buttons, a synchronous dynamic random access memory, a flash memory, a clock circuit, a network controller and a five-port switch chip. The device is characterized in that the counting end of a CPU is connected with the counting end of a programmable counter, and the CPU controls the programmable counter to carry out counting. The central processor can obtain the counting reference value C within N seconds (10>=N>=5) used for calculation of the CPU utilization rate as well as the counting values of different idle periods of the system within N seconds and a C set, and the CPU utilization rate is calculated by the formula: CPU utilization rate=1-C set/C reference. The programmable counter can accurately calculate the CPU utilization rate of the measurement-control device, and the disadvantage that data of the CPU utilization rate cannot be provided when VxWorks operating system of the measurement-control device is created, and the CPU utilization rate cannot be accurately calculated in a pure-software method are overcome.
