The method comprises the steps as follows: an organization is divided into at least one layer according to the organization structure; each layer at least comprises a sub-organization; various layers of sub-organizations are ranked according to the levels of the sub-organizations; each previous layer of sub-organization at least corresponds to one next layer of sub-organization; at least one electronic file cabinet is created on each bottommost layer of sub-organization; various electronic documents are respectively stored into the corresponding electronic file cabinets corresponding to the bottommost layers of sub-organizations according to the sub-organizations to which the electronic documents belong; and access rights are respectively set for the electronic documents in the electronic file cabinets. The device comprises an organization management unit, a file cabinet management unit, a document management unit and a right management unit.
