The method comprises steps of introducing time-varying multi-dimensional observation noise scale factors into CKF dynamic state evaluation; carrying out on-line adjustment on error measurement according to measurement information so as to allow the noise to be closer to actual noise; and using the adjusted errors to calculate filtering gain so as to precisely correct a state quantity predicated value when bad data is measured, thereby obtaining a precise state quantity evaluation value. The invention also provides a specific construction method for the time-varying multi-dimensional observation noise scale factors and provides solutions for abnormity of inversion of filtering gain.
