The method comprises the steps: calculating the I-frame code rate of an I frame in storage equipment during video storage according to a storage code rate, a time period and a playback time needed by a client, and storing the I-frame code rate in a database; controlling the transmission code rate of a network media stream through the call of the I-frame code rate, corresponding to the corresponding time, in the database during double-speed playback; further reducing the transmission code rate through reducing the extraction amount of I frames when the playback is not smooth; enabling the transmission rate of the network media stream to be less than the minimum bandwidth of the network, thereby enabling the transmission code rate of the network media stream on a high-speed link to be less than the forwarding speed of a low-speed link; enabling data in a buffer memory of switch equipment to be able to timely transmitted outwards, and enabling the data which is subsequentially sent to the buffer memory of switch equipment not to be lost, thereby solving discontinuous playback phenomena of a video.
