The battery comprises a super-capacitor pack and a lithium battery pack which are controlled by a battery controller and electrically connected. The battery control method includes the steps that battery influence factors are obtained; the battery influence factors are dispersed into X sub-states, wherein X is an integer; based on the partial observable Markov decision-making process, a first natural state and a second natural state comprising the sub-states of the battery influence factors are determined; and when it is confirmed that the benefit generated by transferring from the first natural state to the second natural state is the maximum value, operation of transferring from the first natural state to the second natural state is executed, and therefore the charging and discharging processes between the super-capacitor pack and the lithium battery pack are controlled through the battery controller. By the adoption of the method and system, the technical problem of how to effectively control the charging and discharging processes of batteries is at least partially solved.
