Abstract

The invention discloses a water conservation method with public participation (a water bank). The method comprises following steps: 1) performing statistical analysis to basic data information such as user water utilization, water price and industry standards to obtain basic user water utilization situation; 2) establishing a progressive water price system with a first ladder of water consumption being as the initial water right of users; 3) in combination with government rewards and water right transaction mechanisms, establishing a water conservation management platform (a water bank) which introduces active public participation and has three modes according to the participation proportion of the government and the market; setting stored water price for the water bank according to water conservation ratios within a user water right range, and setting water right transaction price considering the influence of the market; 4) measuring and calculating total user water conservation amount, water conservation profit, corresponding government investment, and increased output value coming from new industries developed by means of the conserved water.
