The electronic non-stop toll collection charging module is intended for establishing a top up virtual account and receiving online top up by a highway passing client. The electronic cash credit for load module is intended for establishing a mapping relation between the electronic wallet card account and the top up virtual account and conducting credit for load on a user's highway access card which matches a corresponding top up virtual account. The highway toll charging lane module is intended for transmitting an online credit for load request of the electronic wallet card account. Top up amount of money returned by the electronic cash credit for load module is written to the electronic wallet card account. According to the invention, the system and the method can conduct credit for load transaction at all highway toll terminals, ensure user asset safety, have a wide application range and are easy and fast to apply.
