According to the invention, the diaphragm wall reinforcement cage is integrally manufactured, and steel plate connection is adopted, so that segmentation hoisting at underbridge low net clearance is facilitated, and after the steel plate of the reinforcement cage is dismantled into segments, positioning is accurate and welding is convenient. The invention further provides a construction method of the low net clearance lower metro building enclosure diaphragm wall. The construction method comprises the following steps: a percussion drill is selected and used for forming holes for grooving a station continuous wall, the percussion drill drills a main hole and a secondary hole sequentially, finally, a plane set-hammer is adopted for repairing the holes, and the main hole and the secondary hole are connected to form a groove section.
