According to the method and the device provided in the embodiments of the invention, when the number of to-be-scheduled mobile stations in a community needs to be increased so as to cause the increased scheduling information required to be sent by one sub frame, the control signaling of the mobile station configured in the open-loop and multi-antenna transmitting mode is transmitted within the data region. Therefore, the user scheduling is increased, and the throughput of the system is improved. The limited capacity problem of the PDCCH is solved.
