The device adopts a structure that: a hub is positioned in the center of a circle of a seat ring; and a flow measurement blade is used for connecting the seat ring and the hub and arranged in front of an inlet of a water pump impeller. The device is technically characterized in that: a water-crossing section is divided into 3 to 5 adjacent overflowing rings; each overflowing ring has an intersection surface with a water-facing front surface of the flow measurement blade; a dynamic pressure sampling point is formed in the center, facing the direction of water flow, of the intersection surface; and a static pressure sampling point is formed on the flow measurement blade. By adoption of the device, the defects of a brine concentration method, a method for measuring the pressure difference of an inflow runner, a method for measuring the flow by using a multi-point flow meter and a method for measuring the flow by using a five-hole probe are overcome. The device accords with a fluid mechanics principle and is high in measurement accuracy, stable in data, high in adaptability, low in cost, easy to manufacture and convenient to use; the flow can be dynamically detected in real time; and the remote control, automatic scheduling and optimized operation of operation management of the pump station can be realized.
