According to an embodiment of the present invention, a backpack-type mobile base station system based on a TVWS and satellite backhaul comprises a mobile base station wirelessly matching, by a TVWS, any one of a backhaul donor and a backhaul bridge so as to perform an emergency disaster mobile communication service by means of a terminal. The mobile base station comprises: a backhaul wireless matching unit wirelessly matching, by a TVWS, any one of a backhaul donor and a backhaul bridge; a terminal wireless matching unit for wirelessly matching the terminal; and a base station signal processing unit for processing a signal of the mobile base station between the backhaul wireless matching unit and the terminal wireless matching unit. The backhaul donor, the backhaul bridge, and the mobile base station receive power from at least any one of a commercial power source, a battery, sunlight, wind power, and power equipment.
