The method comprises the following steps of computing a health data value of a server; gradually reducing a user request passing amount of theserver under a condition that the health data value is smaller than a preset health data value until the server meets one of a plurality of dynamic balance conditions, and determining the current userrequest passing amount as a target user request passing amount; when the health data value is larger than the preset health data value, gradually increasing the user request passing amount of the server until the server meets one of the dynamic balance conditions, and determining the current user request passing amount as the target user request passing amount; and determining the target user request passing amount as the number of the user requests received by the server. According to the method and the system, the user request can be controlled when the situation of the server is between abnormity and downtime, so that the user request quantity and the service capability can be dynamically balanced, and thus the utilization rate of the server resources is improved.
