An accommodating chamber (51) is formed downwards in the middle of the top of the permeable dike (5), and a plurality of artificial biological grids (51a) are arranged inside the accommodating chamber (51). The side wall of the accommodating chamber (51) is a reinforced concrete permeable wall (52), and an ecological floatingbed (55) is arranged at the top of the accommodating chamber (51) in a covering mode. The artificial biological gates (51a) are arranged at the bottom of the ecological floating bed (55) in a hung mode. A bay channel body (2) is separated from a main channel body of the river channel (1) by the permeable dike (5) formed by piling up stone, and the water level of the bay channel body (2) is regulated by controlling the elevation of the top end of the permeable dike (5).
