The method comprises steps that a camera acquires an original traffic image; a microprocessor processes the image to obtain a compressed image; a network module transmits the compressed image to a data storage module for storage; a cloud terminal server reads the processed image to construct a training set and train a detection model; the model is used for predicting a vehicle quantity, and dividing the input image into grids, performing direct matching and positioning by a bounding box predicted by the grids and the central coordinate of a target object in a real frame, and classifying and recognizing a target on the basis; the cloud terminal calculates the traffic flow and an evaluation program calculates the vehicle quantity; and if vehicle quantity exceeds a preset maximum capacity, the abnormal data is reported to a cloud supervision platform server; the cloud supervision platform server presents the abnormal data, and intelligently matches and recommends a solution.
