The heat dissipating device is used for cooling a component to be dissipated, the heat dissipating device comprises a pipelinecomponent and a control valve; the air inlet end of the pipeline component communicates with an exhaust port of a fresh air device, and the air outlet end of the pipeline component is arranged towardthe component to be dissipated; the control valve is installed on the pipeline component, the control valve is provided with an air inlet, a first air outlet and a second air outlet, the air inlet communicates with the air inlet end of the pipeline component, the first air outlet communicates with an outdoor space, and the second air outlet communicates with the air outlet end of the pipeline component; and the control valve further comprises a blocking component, and the blocking component can selectively seal the first air outlet or the second air outlet to control air flowing into the control valve through the air inlet to flow out from the first air outlet or the second air outlet.
