A verification client sends a to-be-executed verification item to a verification device control compiler; the verification device control compiler converts the to-be-executed verification item into a verification-device-independent intermediate control process; a verification device interpreter converts the unified intermediate control process into a control flow corresponding to the verification device of a manufacturer to which the verification device interpreter belongs;and a verification device actuator carries out controlling on the verification devices and a verified electric energy meter according to control flows of all verification devices. Therefore, the development and management difficulties of different types of verification devices from different manufacturers can be solved effectively; and the control complexity and maintenance cost of verification devices are reduced.
