Spaceborne load data are stored, subjected to rate control, framed, scheduled, encrypted, coded, modulated, subjected to frequency conversion, amplified and filtered and then sent to a ground station through an over-the-ground data transmission antenna. According to the invention, a design thought of combining frequency division multiplexing and polarization multiplexing is adopted, and the transmission quantity of data to the ground is multiplied in unit time.
