The deflagration permeability-increasing coal seam gas extraction promoting device comprises a controller, M deflagration cabins, a pulverized coal conveying pipe, a gas conveying pipe, M-1 packers and M plasma igniters. The pulverized coal conveying pipe sequentially penetrates through all the detonation cabins to provide pulverized coal and gas for the detonation cabins. The gas conveying pipe sequentially penetrates through all the detonation cabins to provide air for the detonation cabins. The plasma igniter is located in the detonation cabin and used for igniting a mixture of pulverized coal, gas and air in the detonation cabin to generate energy, the energy is discharged outwards through pressure relief holes in the outer wall of the detonation cabin to break down a coal seam, and directional permeability increasing is conducted on the coal seam. A control signal sent by the controller is received through the packer, and opening and closing of the pulverized coal conveying pipe, opening and closing of the gas conveying pipe and ignition of the plasma igniter are controlled according to the control signal.
