The present invention first obtains TFCS set via completely arranging all the transmission channels and then deletes or decreases the set in case that the TFC amount in the set exceeds that the UE can support. Each time, one TFC is deleted, which is ensured to be not one part of 'TTI restriction' of any other TFC. The present invention makes it possible to obtain optimal TFCS configuration, which can meet the limitation in maximum TFC number of TTI restriction and UE radio access capacity and has maximum TFC number, resulting in maximum possibility of obtaining highest transmission efficiency.
