The invention includes following parts and flow: unit of data switching and rate adaptation leads up- going 32Kbps code stream and up-going 64Kbps code stream of base station into equipment in base station; down-going 64Kbps code stream and down-going 32Kbps code stream are led into unit of data switching and rate adaptation; under control of time control unit, series-parallel conversion is carried out for four routes of code streams respectively; and the converted result is latched to register set for channel data respectively according to channel; based on type of service and allocation of users' channels, external CPU selects units of data register needed to output through unit of alteration switch; under control of time control unit, the data in selected register are output serially through unit of parallel - series conversion.
