The embodiment of the invention not only can effectively reduce influence of frequent transmission of a conventional heartbeat packet on a network signaling load, but also can realize packet connectivity initiated by the terminal according to the quality of network in which a terminal side is located, thus guaranteeing continuous connection from both network and terminal aspects and enhancing use efficiency and quality of users.
