system and process, a stainless steel and carbon steel composite pipe, a clamping mechanism symmetrically arranged at two ends of the stainless steel pipe and the carbon steel pipe, a PE supply device for pressing flowy PE into an annular cavity between the stainless steel pipe and the carbon steel pipe through the clamping mechanism, and a heating and heat preserving device for heating and heat preserving the carbon steel pipe.
