The method of the present invention generates a program file and a program table at the center. After the vehicle-mounted machine logs into the center through the wireless network, the center inquires the vehicle-mounted machine program table to determine a new program file for the vehicle-mounted machine, and coordinates the vehicle-mounted machine to set aside time to receive the new program file.
