A method for processing call conflict in a group communication system and a device based on the method are disclosed in the present invention. In the method of the present invention, judging a first terminal whether or not to call a second terminal when a network receiving a call request signaling of the second terminal calling the first terminal, if it does, then the network establishes the voice access for the first terminal and the second terminal. The device based on the method of the present invention establishes voice access for both conflict parties when the network generates call conflict. The call conflict processing method and device provided by the present invention, ensures the voice access successfully establishing when the call conflict generating, decreases the system call loss rate, promotes the system reliability.
