In a world interoperability (WiMAX) system for microwave access, the network element obtains the user states in other network elements through the identification information of the user states in the identified network element interacted with all other network elements in the ASN, and a basis is further provided for keeping the consistency of the user state in the self-regulated network element and the user states in other network elements.
