The method of the invention comprises the following steps: carrying out relevance analysis on relative time delay codes; based on the relevance analysis of the time delay codes, carrying out repeated code judgment on the CDMA system; and by the code programming method based on the multiple time delay repeated codes, selecting a scrambling code group used for an adjacent cell, and distributing code words with good performance.
