The method comprises the following steps of: receiving a downloading message transmitted by an upper-stage network element by using the file transmission engines, wherein the downloading message carries a file address list of a file needed to be transmitted and a transmission network address topology list; acquiring the file needed to be transmitted from the upper-stage network element; and when the file is not a file in a local network element, transmitting the file according to the file address list and the transmission network address topology list which are carried by the downloading message.
