A light source with high stability and uniformly distributed light intensity is adopted to directly irradiate the perforated tipping paper which moves at a high speed; a photoelectric sensor is arranged at a position below the tipping paper, which is over against the light source; light is directly focused on the photoelectric sensor through a hole on the tipping paper; the amount of the air permeated correspondingly to the air permeability of the tipping paper is converted into the intermediate variable luminous flux; the luminous flux is directly measured by the photoelectric sensor; a corresponding value relation between the air permeability of the tipping paper and the luminous flux is prestored in a database; after the measured luminous flux, i.e. real-time luminous flux data, is transmitted to a processing system, the value of the luminous flux can be compared from the database in which the data is prestored by the processing system, so that the air permeability of the corresponding perforated tipping paper is obtained, and thus, the whole-course real-time detection on the air permeability of the perforated tipping paper which moves at the high speed can be realized, an air permeability index of a product is accurate and reliable and the quality is effectively ensured.
