A transmittance improving film in which a low refractive index layer is directly laminated on the surface of a transparent base film, said low refractive index layer having a lower refractive index than the transparent base film. The low refractive index layer is composed of hollow silica fine particles, an active energy ray-curable resin that does not contain a fluorine atom, a photopolymerization initiator and alumina fine particles. Relative to 100 wt% of the total of the above-described components, 28.0-69.0 wt% of the hollow silica fine particles, 27.0-69.0 wt% of the active energy ray-curable resin that does not contain a fluorine atom, 1.0-9.0 wt% of the photopolymerization initiator and 0.1-0.9 wt% of the alumina fine particles are contained.
