The invention provides a terahertz tunable polarization converter and a design method thereof. The polarization converter is composed of three layers of metasurface structures. A Fabry-Perot cavity is formed through an orthogonal grating, horizontal polarization destructive interference and cross polarization constructive interference are achieved through polarization selectivity, and therefore the cross polarization average conversion efficiency up to 95% or above is achieved.
