The method includes receiving a user access request and obtaining a user identification (ID); inquiring record information of a critical access request of the user to the current website, wherein the critical access request refers to a successful access request determined by pushing forward the latest successful access request by preset times; if target record information can be inquired, performing the next step, otherwise, responding the current access request; and determining whether the critical access request time is within a predetermined unit time from the current access request time, if the time is within the predetermined unit time, refusing the current access request, and otherwise, responding the current access request. The invention further provides a web traffic control device. According to the method and a system, web traffic can be controlled reasonably.
