The method comprises the steps of segmenting the original surveillance video into a vehicle video and a vehicle-removed video, encoding the vehicle-removed video through the optional differential encoding method, extracting a global feature parameter set of global moving vehicles in the vehicle video, and carrying out global encoding on the vehicle video based on global feature parameters. According to the method and system, global redundancy in the surveillance video is removed on the basis of removing scene redundancy, and therefore the efficiency of encoding and compression of the urban traffic surveillance video is effectively improved.
