According to the consistency database system, a water flow state basic database establishing module establishes a certain number of database table fields for existing water flow information and standardizes the content of the water flow information. A water flow state data collecting module collects water flow state relevant information through an existing data monitoring and collecting platform and a mobile terminal. A water flow data fusion module calculates the water flow state information of a point in a weighted average mode based on water flow information submitted by a user through the mobile terminal and water flow information input in an analog mode by a simulating data monitoring and collecting platform, and then water flow state information fusion is achieved. By the adoption of the consistency database system, basic water flow information can be provided for different hydrology mechanisms or organizations by establishing the basic water flow state database, and conditions are provided for further achievement of information sharing.
