The system is established through the method which comprises the steps that first, the output feature of photovoltaic power generation is measured and analyzed; then the output feature of photovoltaic power generation and the power generation feature of a hydropower station are combined, and according to the water balance theory, the influence on a hydropower station downstream power station from established combined operation system is analyzed; the influence on a power grid from the system is analyzed again; the scale of a photovoltaic power station connected into the hydropower station is computed again, and the operation situation of a water-turbine generator set of the hydropower station in the combined operation system is analyzed; and finally the combined operation system is formed. The invention further provides an operation method of the combined operation system. By setting a control method that the hydropower station is used for compensating the photovoltaic power station, an AGC and AVC control method and a water balance testing method, the combined operation system operates. The advantages of high adjusting capacity and high adjusting speed of the hydropower station are used, the photovoltaic power station with high volatility is subjected to compensation, and the combined operation system can provide power for a power grid stably.
