The method comprises the following steps: a network device generates configuration information for a CTU (Contention Transmission Unit) of an uplink first sub-band, wherein the first sub-band is one sub-band of multiple uplink sub-bands, the multiple uplink sub-bands are respectively provided with a special configuration, and the CTU is a resource unit used for carrying out grant free transmission on the first sub-band; and the network device sends the configuration information of the CTU.
