According to the method, the sludge double-reflux AOA reactor is sequentially divided into an anaerobic section, an aerobic section and an anoxic section, wherein the anaerobic section is used for synthesizing an internal carbon source PHAs by virtue of COD in sanitary sewage and simultaneously carrying out anaerobic phosphor release; then a mixed liquid enters the aerobic section to generate short-cut nitrification; and finally, the mixed liquid enters the anoxic section to generate internal carbon source denitrification reaction.
