The performance evaluation method comprises the following steps: firstly, establishing two evaluation factor subsets aiming at an optimizing control layer, setting performance indexes and evaluation grades, calculating a fuzzy relation matrix of each subset, determining weights of all single factor performance indexes in the subsets by adopting an information entropy method, and establishing first-grade comprehensive evaluation models; secondly, considering the first-grade comprehensive evaluation models of the two subsets as two single factor performance indexes for evaluating the factor sets, establishing a total fuzzy relation matrix, determining weights of the two single factor performance indexes by adopting the information entropy method, and obtaining a comprehensive evaluation result of the optimizing control layer by the fuzzy synthesis; finally, evaluating the performance of a carbon effect optimizing layer.
